EU Launches Action Plan Against Cyberbullying with New App

(MENAFN) The European Commission on Tuesday unveiled an EU-wide Action Plan Against Cyberbullying, centering the initiative on a new mobile application designed to help children and teenagers report online abuse and access support more easily.

The plan seeks to safeguard young people’s mental health online by enhancing reporting channels, coordinating responses across EU member states, and promoting prevention through digital literacy and safer online behavior, according to reports.

A central feature of the strategy is the deployment of an EU-wide app that will allow victims to report harassment to national helplines, securely store evidence, and receive customized support. The Commission will provide a common blueprint for the app, which member states can adapt, translate, and link to their national services.

Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security, and Democracy, emphasized the importance of cultivating healthy digital habits early, saying that many young people are "too often left feeling sad and left out" due to online abuse.

The plan also calls for a more coordinated EU approach, encouraging member states to implement comprehensive national strategies and adopt a common definition of cyberbullying to improve data collection and cross-country comparisons.

The initiative will build on existing EU legislation, including the Digital Services Act (DSA), the Audiovisual Media Services Directive (AVMSD), and the Artificial Intelligence Act. Key measures include reviewing DSA guidelines on the protection of minors, establishing rules for "trusted flaggers" to identify illegal content such as cyberbullying, and strengthening transparency requirements for AI-generated content that could be used in online harassment.
